The international conference on “Global Challenges in the Field of Court Management” dedicated to the 20th anniversary of the Judicial and Legal Council continued with the second panel session
18.06.2025The session was moderated by Tofig Pashayev, a member of the Judicial and Legal Council, Chairman of the Sumgayit Court of Appeal.
The panel presented the experiences of various countries by representatives of international judicial bodies.
The Chairman of the Supreme Judicial Council of the Republic of Albania, Ilir Rusi, made a speech on the topic “Difficulties of the Supreme Judicial Council in the Management of the Albanian Judicial System”. He stated that such international events are very important in terms of sharing experiences. It was noted that legal reforms are being continued in Albania, normative acts are being developed, and work is being done to digitalize court management. It was emphasized that the workload in the appellate instances has increased, which is associated with the shortage of judges. It was noted that measures are being taken to increase transparency.
Yernar Begaliev, a member of the Supreme Judicial Council of the Republic of Kazakhstan, made a speech on the topic “Main directions of activity of the Supreme Judicial Council of the Republic of Kazakhstan”. He said that the main role of the Judicial Council of Kazakhstan is to ensure the independence of the judiciary. It was noted that the period for evaluating the performance of newly appointed judges has been extended, disciplinary mechanisms have been improved, and legal measures against violations of the law have been tightened. It was noted that reforms have been implemented on the participation of lawyers in disciplinary proceedings and the regulation of participation on legal grounds.
Dana Jelinkova Dudzikova, a member of the Judicial Council of the Slovak Republic, spoke on the topic “Judicial and Legal Council of the Slovak Republic - implementation of new challenges in the modern world” and said that the rule of law knows no borders. It was noted that becoming a judge in Slovakia is a complex procedure and that candidates for judges go through a strict selection stage. It was emphasized that measures have been taken to respond to technological and social challenges within the framework of the activities of the Judicial Council.
Chang Nongrong, a standing member of the Judicial Committee of the Beijing Supreme People's Court of the People's Republic of China, spoke on the topic “Reform and development of judicial administration in Chinese courts”. He noted that courts in China are divided into four levels. It was noted that technological innovations have been introduced into the judicial system, smart courts have been established, and online court proceedings are being carried out. It was noted that a quota system was introduced to ensure the professionalism of judges.
Judge of the Baku Court of Appeal Ramin Garagurbanli made a speech on the topic “Judicial Councils in a Comparative Perspective: Models in Europe”. He said that 20 years ago, the Judicial and Legal Council was established in Azerbaijan to protect the organization of the judicial system and the independence of judges. It was emphasized that the reforms carried out under the leadership of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, have given impetus to the modernization of the Judicial and Legal Council, given additional powers to the Council and strengthened the independence of this institution. It was noted that judicial councils operate in most European countries, and the model in Azerbaijan has been successfully developed in this context.
