According to the amendment made in 2024 to the Law on the Judicial-Legal Council, the Appeals Council of the Judicial-Legal Council was established to review complaints filed against the results of interviews held in the offices of the judicial authorities and the Judicial-Legal Council regarding admission to the civil service, and the “Regulations on the Appeals Council of the Judicial-Legal Council” were approved by the decision of the Judicial-Legal Council dated 23.01.2025.

According to the Regulations, the composition of the Council (chairman and four other members) is determined by the chairman of the Judicial-Legal Council. The chairman of the Appeals Council is appointed from among the members of the Judicial-Legal Council.

The Secretariat of the Appeals Council is established to organize the current activities of the Appeals Council. The head and composition of the Secretariat are approved by the chairman of the Judicial-Legal Council based on the presentation (proposal) of the chairman of the Appeals Council.

The duties of the Appeals Council are as follows:

To conduct a comprehensive, complete and objective investigation of incoming complaints, to adopt a reasoned written decision on complaints that have been considered on the merits, and to send a written letter to the complainant on complaints that have not been considered on the merits;

To invite the persons who filed the complaint (their authorized representatives), relevant officials of the judicial authority, the Judicial-Legal Council Office and the State Examination Center to the meetings of the Appeals Council;

To monitor the implementation of the decisions adopted by the Appeals Council;

To keep records of complaints considered by the Appeals Council, to analyze and summarize them, and to submit semi-annual and annual reports (reports) to the Chairman of the Judicial-Legal Council twice a year (by July 15 and January 15);

To ensure the implementation of human and civil rights and freedoms in the course of its activities and to prevent their violation;

To take necessary measures to protect state and commercial secrets and other information disclosure and dissemination of which is prohibited by law, in accordance with the legislation;

To provide explanations regarding the decisions taken by the Appeals Council;

To perform other duties determined by law and acts of the Judicial-Legal Council.

A meeting of the Appeals Council is competent when at least two-thirds of its members are present.
