The delegation of the Judicial and Legal Council paid a visit to the Republic of Kazakhstan
21.02.2025Consistent measures are being taken to improve judicial activity and study of international experience. Within the framework of these measures, on February 16-21 of this year, a delegation led by Sanan Hajiyev, a member of the Judicial and Legal Council, Chairman of the Civil Collegium of the Supreme Court, and consisting of Ahliman Khidirov, Chairman of the Committee for the Evaluation of Judges, Judge of the Supreme Court, members of the Committee and a representative of the Office of the Judicial and Legal Council paid an official visit to the Republic of Kazakhstan.
The purpose of the visit was to get acquainted with the activities carried out in the field of evaluation of judges in the Republic of Kazakhstan, digitalization of courts, as well as other reforms carried out in the judicial and legal system of the brotherly country.
First, welcoming the delegation at the meeting held at the Supreme Court of the Republic of Kazakhstan, the Chairman of the Supreme Court of the Republic of Kazakhstan, Aslambek Mergaliyev, provided information on new judicial reforms aimed at expanding access to justice and protecting the violated rights of citizens. Among these reforms, special mention was made of strengthening the role of the appellate instance, the establishment of family courts, the application of extraterritorial jurisdiction, the establishment of new cassation instance courts, as well as measures taken to improve justice in administrative cases with the significant support of Azerbaijani colleagues.
In addition, issues such as strengthening the independence of judges through the application of a new financing model for courts, improving the methodology for professional assessment of judges, and digitalization of trials were also highlighted.
In turn, the Azerbaijani delegation provided information on the recent judicial and legal reforms carried out in our country, including the assessment of the performance of judges, the selection process of judges, as well as amendments to the legislation related to increasing the powers of the Judicial and Legal Council as a self-governing body of the judiciary.
Then, the delegation held extensive discussions with members of the Commission on the Quality of Justice, which evaluates the performance of judges, and had a useful exchange of views on the organization of work and the implementation of assessment rules.
During the meeting of the Azerbaijani delegation with Dmitry Mikhailov - the Chairman of the Supreme Judicial Council, which exercises the function of self-governance of the judicial system, discussions were held on the selection of judges, the procedure for their promotion, disciplinary proceedings and other issues of mutual interest.
During the visit, the delegation also got acquainted with the work of the Situation Center of the Supreme Court, which is engaged in the analysis and monitoring of judicial activity, the capital's courts, the Court of the Astana International Financial Center and the International Arbitration Center.
