The Statute of the Network of Judicial Councils of the Organization of Turkic States was signed in Baku
19.06.2025On June 19, 2025, the 3rd meeting of the Chairmen of the Judicial Councils of the Organization of Turkic States (OTS) was held in Baku.
Speaking at the meeting, Chairman of the Supreme Court of the Republic of Azerbaijan and the Judicial and Legal Council Inam Karimov said that today's meeting is an important platform for the exchange of experience and views. It was emphasized that the deep historical roots and common legal and cultural heritage that unite the Turkic states still form a solid foundation for cooperation today.
It was noted that Azerbaijan's policy on relations with Turkic-speaking states is aimed at developing friendship, mutual respect and cooperation. Great Leader Heydar Aliyev played an exceptional role in the formation of relations with the Turkic world, and these relations have been further expanded under the leadership of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev. It was noted that as an integral part of this policy, experience is also exchanged in the judicial and legal field, and joint legal projects and initiatives are supported.
It was noted that the Judicial-Legal Council has achieved significant achievements in the field of international cooperation over the past period. In this context, it was emphasized that the Regulation on the Establishment of the Network of Judicial Councils of the Member States of the Organization of Turkic States, which is planned to be signed within the framework of today's meeting, will form the legal basis for multilateral and continuous cooperation in the judicial-legal field between the partner states.
Then, the Secretary General of the OTS, Kubanıçbek Ömüralıyev, who made a speech, said that currently there is effective cooperation between the Organization and the observer states in more than 35 areas, and one of these areas is law enforcement and the judicial system. It was noted that the area of legal cooperation occupies a key place on the organization's agenda. Since the establishment of the OTS, continuous successes have been achieved in the field of judicial power.
Aida Seydakmatova, Chairwoman of the Council of Judges of the Kyrgyz Republic, made a speech and said that mutual cooperation between countries should be developed and mutual exchange of experience should be further expanded. It was noted that the Regulation to be signed today opens up new horizons for cooperation and creates opportunities for the exchange of legal experiences. It was also emphasized that the document is important in terms of the application of law and the development of the legal system.
Fuzuli Aydoğdu, Acting Chairman of the Council of Judges and Prosecutors of the Republic of Turkey, noted that the establishment of the Judicial Councils Network of the OTS is not only the signing of a document, but also the confirmation of a common legal vision, cooperation based on brotherhood and the long-term concept of justice. It was noted that the Statute of the Judicial Councils Network of the OTS member countries will be a communication and discussion platform between institutions, will play the role of a useful mechanism for finding joint solutions to common problems. At the same time, strengthening international principles such as the transparency and independence of the judicial system will serve to globally recognize justice platforms in the Turkic world.
Kholmumin Yodgorov, Chairman of the Supreme Judicial Council of the Republic of Uzbekistan, noted that important steps have been taken in terms of developing dialogue and cooperation within the OTS. Such programs create conditions for strengthening mutual cooperation and are intended to continue in the future. It was noted that the Statute to be signed within the framework of today's meeting will also create an opportunity to expand this cooperation and provide a basis for more effective work.
Yernar Begaliyev, a member of the Supreme Judicial Council of the Republic of Kazakhstan, stated in his speech that special attention is paid to the judicial sphere in his country. It was noted that the existence of effective cooperation among the OTS members is a good experience. The Statute to be signed today will give impetus to the establishment of new cooperation between the member states, as well as the formation of the judicial system.
Bertan Özerdağ, Chairman of the Supreme Judicial Council and the Supreme Court of the Turkish Republic of Northern Cyprus, made a speech and noted that the meetings of the OTS held in recent years are of great importance in terms of better understanding and support for cooperation between states with a common past. The Turkish Republic of Northern Cyprus attaches great importance to such events. It was emphasized that these meetings will also contribute to the improvement of friendly relations in the field of law.
Finally, the Statute of the Network of Judicial Councils of the Member States of the Organization was signed.
A decision was made to hold the 4th meeting of the Chairmen of the Judicial Councils of the Member States of the Organization of Turkic States in Samarkand, Uzbekistan.
Later, bilateral meetings were held within the framework of the meeting, and mutual relations and cooperation prospects in the judicial and legal fields were discussed.
