II Forum of Azerbaijani Judges Continued with Panel Discussions
20.02.2026Within the framework of the II Forum of Azerbaijani Judges in Baku, the first panel discussion on “Digitalization and the Application of Artificial Intelligence” was held.
Karam Mansurov, Head of the Apparatus of the Judicial Legal Council of Azerbaijan, stated that the application of artificial intelligence in the judiciary is no longer merely a technological issue, but also a matter of institutional responsibility. He noted that work on the enhancement of the “Electronic Court” system is nearing completion. It was emphasized that artificial intelligence does not replace the judge, but rather enhances the quality and justification of judicial decisions and expands the judge’s analytical capabilities. While technology evolves, the author of justice remains unchanged.
Sanan Hajiyev, Chairman of the Civil Chamber of the Supreme Court of Azerbaijan and member of the Judicial Legal Council, highlighted that transitioning to fully electronic proceedings will reduce the need for citizens in regions to physically access courts and will also facilitate a more balanced distribution of workload among judges. He further noted that collecting judicial decisions and case materials in a unified electronic database will enable the implementation of artificial intelligence technologies.
Kamala Abiyeva, Chair of the Commercial Chamber of the Supreme Court, stated that electronic procedural mechanisms began to be systematically introduced in 2018 and have been gradually expanded. She emphasized that digitalization is crucial for accelerating court proceedings, reducing case processing times, and minimizing the costs of court access for citizens.
Togrul Huseynov, Deputy Minister of Justice, noted that the electronic enforcement information system has accelerated the execution of decisions, improved operational data exchange, and ensured transparency. According to him, legislative amendments effective from May 2025 have made it possible for enforcement documents to be accepted only electronically and for the enforcement process to be conducted entirely on a digital basis.
Elmin Mammadov, Deputy Minister of Digital Development and Transport, stated that new technologies demonstrate growth rates three times higher than traditional sectors of the economy: “Therefore, countries worldwide are creating opportunities, strengthening human capital, and investing heavily in infrastructure projects to advance in this area. Recent reforms in Azerbaijan have laid the foundation for technological development leaps.”
Elnur Musayev, Head of the Department for Non-Criminal Prosecution of the Prosecutor General’s Office, highlighted that the implementation of the electronic prosecution information system plays a crucial role in improving the efficiency of non-criminal prosecutions and allows for real-time analysis of the crime situation.
Subsequently, Aladdin Jafarov, Deputy Chairman of the Azerbaijan Judges’ Union, presented the Union’s annual report. He emphasized that protecting judges’ professional reputation, safeguarding their rights, and supporting their professional development remain priority areas for the Union. He noted that measures for defending judges’ reputation have been included in the 2026 activity plan and will be implemented systematically and purposefully.
