Delegation of the Azerbaijani Judicial System Participates in Regional Seminar Held in Budva, Montenegro
31.03.2026Active cooperation aimed at studying and promoting advanced international practices in the field of justice continues to be strengthened. In this context, on March 25–26, a regional seminar entitled "Legal Aid: From the Regulatory Framework to Comparative Analysis and the Use of Data", organized by the European Commission for the Efficiency of Justice (CEPEJ), was held in Budva, Montenegro. The seminar focused on enhancing the efficiency of judicial systems and identifying practical solutions to achieve this objective.
The Republic of Azerbaijan was represented at the event by Mr. Farid Amirov, Head of Division of the Apparatus of the Judicial-Legal Council and National Coordinator of CEPEJ for the Republic of Azerbaijan, and Mr. Elchin Usub, Member of the Presidium of the Azerbaijan Bar Association.
The seminar aimed to support representatives of the relevant national institutions in interpreting the new indicators introduced in CEPEJ's revised Evaluation and Management Dashboards questionnaire, identifying methodological challenges at an early stage, and strengthening the analytical use of legal aid data.
During the seminar, participants developed a common understanding of the fundamental concepts and principles of legal aid, as well as its various forms, including legal advice, preparation of legal documents, legal representation in proceedings, online legal assistance, and artificial intelligence-based legal support. Discussions also addressed methodological and statistical challenges related to the collection and analysis of legal aid data. In addition, participants were provided with information on institutional models and procedures for the provision of legal aid. In line with the topics of the seminar sessions, representatives of the participating countries exchanged information and experience regarding the collection and reporting of statistical data on various legal aid indicators.
The seminar made an important contribution to improving the collection, exchange and comparative analysis of accurate and reliable statistical data on legal aid, while also providing a valuable platform for sharing experience and discussing current challenges in this field.
