On December 4–5, 2025, the 45th plenary meeting of the European Commission for the Efficiency of Justice (CEPEJ) was held in Strasbourg. Karam Mansurov, the member of CEPEJ representing the Republic of Azerbaijan and the Head of the Apparatus of the Judicial-Legal Council, took part in the meeting.

During the meeting, which brought together representatives of CEPEJ member states, members of working groups, and experts, participants exchanged information on recent reforms implemented in the field of judicial administration. They also held detailed discussions on working documents presented regarding the evaluation of judicial systems, improving the quality of justice, the use of cyberjustice and artificial intelligence, measuring court workload, and managing the duration of court proceedings.

According to the decisions adopted at the meeting, CEPEJ’s 2026–2027 work program and the Strategic Roadmap for the new 2026–2029 action plan (“Valletta Plan”), aimed at strengthening the rule of law by enhancing trust in the courts, were approved. The meeting also endorsed guidelines on the use of generative artificial intelligence in courts within the rapidly expanding application of AI.

As a result of the discussions, agreement was reached on the next steps to be taken by the respective working groups concerning the working documents.
