As an independent body, Selection Committee of Judges has been founded for the purpose of selecting candidates for judicial post, and the procedure of selection of candidates for the judicial posts by the most progressive and transparent methods in Europe has been established.
By the Judicial-Legal Council The Regulation on the Selection Committee of Judges and the Rules for the selection of non-judge candidates for the vacant judicial posts have been prepared and adopted after being examined by the Council of Europe, and the composition of the Selection Committee of Judges has been formed.
The Selection Committee of Judges is composed of 11 members, more than half of which is judges. Other members are the representatives of the Office of Milli Majlis of the Republic of Azerbaijan, Ministry of Justice, Office of the Judicial-Legal Council, a member of the Bar Association and a legal scholar.
It shall be noted that in accordance with the new rules for the selection of judges, equal conditions are established for all candidates, they take test exams in a single hall, and the results are announced immediately while being examined in front of the candidates in that hall.
Candidates for the position of judge who have passed the test exam held on the basis of transparent procedures and conducted in accordance with international standards, as well as those who are successful in written and oral exams are admitted to the next stage - initial long-term training courses. The results of the final interviews held after the successful completion of the internship period in the courts are evaluated by the Selection Committee of Judges and the candidates are presented to the Judicial-Legal Council.
In order to determine whether the candidates have acquired the necessary qualifications to work as a judge, after the candidates are submitted to the Judicial-Legal Council, the Council conducts a conversation with them and makes a presentation to the President of the Republic of Azerbaijan about the appointment of judges of the first instance courts corresponding to the number of vacant judge positions.
