Issues Related to the Judicial-Legal Sphere Discussed at the Parliamentary Committee for Law Policy and State Building

On October 21, a meeting of the Milli Majlis (Parliament) Committee for Law Policy and State Building was held in a videoconference format.

Opening the meeting, Committee Chairman Ali Huseynli stated that eight issues were included on the agenda. It was noted that the first five items concerned submissions by the President of the Republic of Azerbaijan regarding the appointment and reassignment of judges to the Supreme Court, the Supreme Court of the Nakhchivan Autonomous Republic, and regional appellate courts.

Later, Karam Mansurov, Head of the Apparatus of the Judicial-Legal Council, provided information about the recent activities of the Council and the large-scale reforms being implemented in the judicial and legal system. He mentioned that during the year, the First Forum of Judges, an event dedicated to the 20th anniversary of the Judicial-Legal Council, and other important meetings was held.

It was reported that, taking into account the professional qualifications and experience of the nominated candidates, issues related to the appointment of 11 judges were submitted for discussion — including 2 judges to the Supreme Court, 5 to the Baku Court of Appeal, and 2 to the Ganja Court of Appeal. The document also reflected proposals regarding the reassignment of judges of the Supreme Court of the Nakhchivan Autonomous Republic and the Nasimi District Court of Baku.

The committee chairman then presented for the second reading the next three issues on the agenda — draft laws proposing amendments to the Law on Courts and Judges, the Law on the Judicial-Legal Council, the Law on Civil Service, and the Law on Road Traffic of the Republic of Azerbaijan.

During the session, Ali Huseynli, as well as committee members Bahruz Maharramov, Azay Guliyev, and Erkin Qadirli, shared their views on the draft laws, offering comments and suggestions.

At the end of the online meeting, the draft laws discussed were recommended for consideration at the plenary session of the Milli Majlis.

The meeting was attended by Deputy Chairman Elshan Musayev, committee members Sabir Hajiyev, Mubariz Gurbanli, Nurlan Hasanov, Fezail Ibrahimli, Nizami Safarov, Kamal Jafarov, and other officials.
